Nope working as intended as dexterity activates to buffs.
The initial precision and then a 2nd one after you attack. Was designed this way to help Dorm still get 2 chances to cause his degen.

This is a bug. Burden of might behaved this way before Dexterity was changed.

When we first saw Burden of Might in Story Mode, you would have your power drained when you activated the precision buff via Dexterity and then it would be drained again when you hit the enemy and the precision buff was consumed.

Burden of Might is draining power upon buff activation and buff expiration, which is not how it's described.

Same with Buffet, makes Diablo even more of a pain honestly, i don’t need extra crit rate, but I need to dodge things...come on now

The new Dexterity when triggered is just a buff but when you attack, it converts into another buff with a timer which expires really quickly
Burden of might triggers when it converts into a timed buff and when the timed buff expires
I'm not sure if it was intended but I don't think kabam is gonna do anything about it anytime soon

Ah, that explains the double drain. Makes sense. Whether it's fair is up to the devs.

Honestly, evading being such a core/essential mechanic to the game and it forcing a buff on you has caused nothing but trouble. But since now the whole game is designed around this core mechanic, there is no way to simply remove the buff effect (even though everyone wants to.. because, lets face it. The buff is terrible and hardly ever worth it)
