Spiderman Classic Evade bug

So in Act 5.2.3 I'm taking the short path that starts with spiderman classic, I'm using my 4* r5 Venom sig40, and spiderman is still evading during combat, is this a bug, his tag shows spider verse. can someone please give any more info.

Not a bug. You don't meet the requirements to cancel his evade.
