Nick Fury losing tactical charges even with a fury buff in 22.1

As you can see, the timer on the charges is expiring even though I have the fury buff. That fury came from his awakened ability (not synergies). I checked the abilities and the line about how he isn’t supposed to lose charges isn’t still here, so not working as intended? Anyone else having similar issues?
