AW Tier Multiplier

Does anyone know how the multipliers are selected? We are in t3 right now, faced with another alliance with the same rating as us. The map has t3 nodes. Yet we have the t4 multiplier, which hurts our overall points.

Support said we are in tier 4, but we are clearly NOT in tier 4. I don't know why this is happening fellas
They acknowledged that we should have a tier 3 multiplier but yet the refuse to admit that there is a problem and they refuse to admit that we are receiving t4 pts

I just simply do not understand why they can't comprehend the problem.
Ironic, given the types of messages we got from support in which they insisted that we were in t4.
