No Reward Paths In Rifts?!

Apparently there is a chance to get no rewards in an unstable rift which is ridiculous in it and of itself but i have 2 questions i want addressed:
1) I want verification from Kabam that this interaction exists and that this is not a bug but an intended possibility from the rift.
And
2) Clarification on why this possibility wasnt disclosed in the drop table odds.
