How do I use my 2015/2016 gem? Game doesn’t allow it

I have a r3-4 skill 2015/2016 gem . But I also have a r3-4 skill gem (unrestricted). When I go to the champion upgrade page, it only allows me to use my unrestricted gem. There is no option to use the 2015/2016 gem first.

Please fix this as want to save my unrestricted gem and just use the 2015/2016 on crossbones or punisher.
