Rank up gem cost

So.... Thumbing through the vast wasteland of useless rank up gems I have.. ( thanks for nothing variant 3...) I have ( because your algorithms are spot on with everything we DONT need.... ) I have one question... why do some have 0 gold cost to rank. While others cost he half a mil gold. If I'm limited as to what champs I can use it on them both on.... shouldn't they both adhere to the same resource guidelines?

    It was stated before that it's a visual bug. You need money in both situations.

    To be fair the 2015 and 2016 gym do cost but the 2015 do not. With I’m personally okay with.
