Quake concussion not blocking ability activation

Hi,
Can somebody please explain why Quake does not prevent power gain on Mordo boss in act 6.2.5. ?
This is driving me crazy ?! 🤯 I did a few early passes, bringing the boss down one-shot or in 1 max 2 revives.
All of a sudden, initially I thought it was me not playing properly anymore, so I filmed a few fights, concussion does not prevent his power gain anymore. What’s wrong ?
As you can see the rest of the team is at 40%, since you get a 25% ability reduction for each team member who is KOed. So now I put in a team revive before going into the boss.
But nevertheless Quake’s concussion does not prevent him to activate his power gain which makes it much more tricky to manage. This should not be happening since her ability reduction is supposed to be 100% and there is no other node preventing an ability reduction on Mordo.

Passive:
Mordo’s astral form ensures that every ability properly activates, resisting against Ability Accuracy effects.
Mordo gets one bar of Power over 5 seconds, every 8 seconds. Opponents can interrupt the Power Gain when landing a hit on Mordo.
Strength in numbers is about your AA not his.
But I do hvae a better answer for you based on the video, when he proced his power gain he did not have concussion on, it wore off about a second earlier.
In this picture you will see that concussion has less time on it then does the power gain timer, and the concussion does not reapply itself until after power gain takes effect.
20% more often means, means instead of 10 times in 80s it should activate 12 times in 80s, hence every 6.7s, when the timer expires concussion should stop it from activating. That’s all, and as I said during the first 2-3 passes it worked normally. NO power gain at all.
If it was not a percentage then your AAR would not work, as AAR affects percentages. When an effect happens, unless stated otherwise you can assume it is a flat 100% it then gets 20% and then loses 100% leaving 20%. Likewise enhanced abilities affects Percentages not time, otherwise it would have no effect on spiderman's evade which is % driven, but it does.
