  Yes, if you only take double edge, and the opponent only has a single point or fewer in despair.
  
  At any level of Double edge, you are taking 1.25% damage per second. Higher levels just last longer.
  
  Using masteries, bleed damage can be reduced by Coagulate and Suture. While Suture reduces the total bleed damage by 10/15/20% by reducing the duration, it also removes the debuff that much sooner, stopping willpower's healing. Even at 30k health, that'll only end up stopping about 70 damage at most.
  
  At max willpower + max recovery, you regain 0.805% per second, and max salve gains 600 health per fight. However, despair is a common mastery for at least 1 point, and will reduce the healing to 0.77%/0.735%/0.7% depending on the level. For these calculations, let's assume there is 1 point, leaving healing at 0.77% per second, before salve.
  
  With coagulate, it reduces bleed damage by 10/20/30% while leaving the duration alone, so you keep healing. At max level, that means bleed is reduced by 30%, leaving 0.875% per second.
  
  With 1 point in Despair,
  0.875-0.77 = 0.105% per second.
  At DE level 1, it lasts 8 seconds. This means you will take about 0.84% by the time it ends, which at 30k health is only 252 damage. Maxed salve heals that in 25 seconds.
  At DE level 2, it lasts 12 seconds. This means you take 1.26% damage. At 30k, that is 378, or 38 seconds.
  At DE level 3, it lasts 16 seconds, for 1.68% and 504 damage. 51 seconds.
  
  With 2 points in despair, damage increases to 0.14% per second. With 3 points, it is 0.175% per second.
  At DE level 3 and despair level 2, lasting 16 seconds, it deals 2.8%, or 840 damage to the max rank champ, leaving 240 damage above what salve can heal.
  
  
  You should note, however, that while you can out heal either one alone, you cannot out heal both. Together they deal 1.95% unmodified, and 1.575% per second with the max coagulate. Willpower has a max of 1.61% from 2 debuffs, but is reduced by the poison and a single point in despair to only heal 1.029% per second, leaving 0.546% per second, or about 8% off your health by the time the bleed has finished.
