If you buy the paragon deal you have to make paragon to spend those stamps. You cannot spend them on anything ever, other than paragon. I do think that they should change that though and that you should be able to spend higher stamps on any of the lower packages. Like if I have 3 paragon, 3 Thronebreaker, and 1 cav stamp…

You are not stuck in silver because of cheaters. Cheaters are in the higher tiers. If they are modding they aren't staying in silver. Also changing nodes won't do anything if you match up against someone who is modding.
