It can't be based on time since the reward page says that there's still 1 day left to redeem. For all MCOC rewards, it's always been that until the expiration date (in this case 7/14/19), the item is either available for redemption or you've already redeemed it & hit your personal purchase limit. The more I think about it…

To answer the OP's question, it looks like this is a standalone deal - meaning it doesn't unlock a higher tier. My question is whether getting this is worth it esp if you're close to getting the 10K 5* shards.
