  • The buff is barely noticable. She has no real improvement unless your fighting a specific fighter and situation. So her overall use will be holding down the bench because there already way better shock immune champs. I would not waste any materials on the underwhelming champ.

  • You said they dont reset so the upper tiers will hardly move while the lower tiers balance out. Just winning consistently will get them out of the lower tiers. And yes delaying the envitable is the whole point.
