Def a top alliance and part of a network. They were one of the first to start the original swap and also originated other game exploits.

The second alliance won't be at 0 but at a lower point in the upper tiers. So, they will revive the same rewards for easier matches. Without naming names, the alliance(s) beginning this new swapping have established sister alliances in place already.

Honestly, they don't need to change the system. All that's needed is to police the obvious. When a upper tier alliance all of the sudden moves its full roster to another alliance, it's not hard to figure out what's going on. If a percentage of an alliance changes within a short period of time all ratings should reset. If the majority of an alliance changes over a few days then that alliance hasn't earned its place. If swapping catches on then you can add it to the list of what's wrong with the "contest" Account selling, sharing, piloting etc…
