I'm fighting jugs ....he can only place a stagger on u by a heavy r when u try parry while he's unstoppable ....that's not the case here

Facing almost the same issue in eq 3.2 jugs fight This month eq 3.2 using hulk buster against juggernaut n he's blocking my sp1 n 2 .......stagger keep on popping while I'm dexing throwing sp ......n no he didn't heavy mi while unstoppable nor I try parry him while he's unstoppable .... WTH going on

From the fight start stagger keep on popping after every dex......while he's holding firing off a sp2 unblockable show with stagger under it with him fully blocking my specials
