They could do that but they would never consider it. Whatever the least effort approach you can think of is probably what will end up happening.

Putting more of the rewards in the realm event is so tone deaf. Remember in the live stream where they promised that the realm events weren’t going to subtract from any of the rewards (it was a “cherry on top” in their words) but now the only things of value are in the realm event. It’s a joke

I totally agree. Verbatim what was said on the stream was that the community milestones were a "cherry on top" and not subtracting from the overall rewards.
