  Wasp has a 8% chance to shrug off all Damaging Debuffs other than Bleed, then shrink to Counter Attack
  
  Coldsnap is a damaging debuff, so it can be shrugged.

  Yep, as others have mentioned, when attacked, she has a chance to shrug off damaging Debuffs (other than Bleed), and then shrink to counter attack, evading her opponents attack and inflicting Shock. Since she shrugs off Debuffs first, the Coldsnap would be removed before she evades.
  
  This ability is disabled for a period of time after she has shrunk down though, so if you want to be sure she doesn't evade, you can try to bait out a special or heavy attack from her first.
