If Nova Flame is treated as Incinerate Debuffs why Does Mephisto take damage from this passive debuff. Shouldnt it just raise his power bar quicker? Is this a bug or acting as it should.

Not for the opponent, not for anyone besides the user itself, Human Torch.
Nova flames itself are not incinerate effects, so champions that interact with incinerate debuffs/passives/damage won't do anything against Nova flames
It says right there on his abilities that Nova flame's are treated ad incinerate debuffs for Human Torch abilitites. For HIS abilities, not for the opponent or anyone else.
The problem here is people treating Nova flame's as incinerates, when they are not.
Being coldsnap immune doesn't have anything to being frostbite immunity ... A champion can be immune to one, or the other. Or even both. No problem there.
Not going to discuss more about the text. It's pretty clear the way it is. It would be different if it just said "nova flame's are considered incinerate debuffs". That would generate a weird interaction in the game, for both Human Torch and the opponent. But since it says "... for Human Torch's abilities" then it's perfectly fine. It just means that what he can do with his incinerates, he does the same with his Nova Flame's. Copy text the abilities list.
Don't about about the rest. IM doesn't apply codlsnap, and Frostbite is a passive ability that causes damage once it expires. Is not a buff
In the case of Mephisto, his ability allows him to gain Power instead of taking Incinerate Energy Damage but, since Nove Flames aren't Incinerate Effects and don't deal Incinerate Energy Damage, he would not gain Power from Nove Flames and would still take the Energy Damage from them. Hope that helps clear things up!
