Hulk Ragnarok face me broken?

In the latest save the battlerealm quest, all champions not under the influence of a stone are hit with a passive degeneration. I went in with my 4 star Hulk Ragnarok who has face me, and would regenerate most of that damage. But going into fights, it does not activate. Is this a bug or is it intended?
