Quicksilver's Abilities by me

I have already posted the same of reddit but considered posting it here as well.
Involved good amount of thought process to keep it balanced.

QuickSilver (Mutant)

Passive-

Reduces duration of all bleed and stun effects by 1 sec.

Takes no damage from shock effects and immune to fatigue and exhaustion.

Basic hits-

His medium attacks contain 7 hits and all light attacks contain 2 hits.

His heavy attack contains 11 hits.

Observing the arena-

When charging heavy he tries to study the arena he’s fighting in to perform better, and gains Observation charges(passive)(upto 100, gaining 1 every 0.01 sec), and these charges drop off by a number of 20 every 5 sec.

These charges provide the following benefits.

1. Reduces opponents’ chance to evade by 1% for each charge he has while landing a hit.
2. Gives a 1% chance per charge to evade a projectile based special attack.
3. Reduces potency of any passive damage by 0.5% for each charge.

His Observation charges reduces to 0 when his power is reduced by his Opponent.

Combo-Buildup-

His combo-meter provides him the following benefits:

1. Each hit in his combo-meter reduces opponents’ chance to purify by 1%.
2. Each hit in his combo-meter provides him a 2% *prowess*(upto max 200%). Special attack hits do not contribute to this ability.
3. Combo-meter is reset to 0 when ending any of his special attacks.

Gotcha!!

He cannot be caught off-guard, giving him a 40% chance to evade opponents’ unblocked dash attack if the opponent dashes from a longer distance (this distance is slightly greater than OR’s field or Mephisto’ aura).

Opponents with an Armor Up effect (passive or buff) can not be evaded by this ability.

Special Attack 1

5 devastating hits from point blank range makes him energetic to fight more giving him a passive prowess effect for the next special attack increasing special damage by 100%.

Also gains a passive Intelligence effect for 10 sec increasing his ability accuracy by 100%

Special Attack 2

A barrage for 40 superfast hits drops the opponents into concussion for 10 secs and leaves them stunned for 2 sec.

Special Attack 3

Applies a passive exhaustion effect altering critical damage rating of opponent by -2500 for remainder of the fight.

Refreshes or gains an Intelligence effect for 20 sec increasing his ability accuracy by 100%.

P.S. He's gonna be a bad champion against Thing and awakened Korg.

Signature ability can be simple as something like increasing his chance to evade from 40% to 100% based on sig level.
