  I would argue that no, the levels aren't arbitrary. They reflect how much time is put into the game.

  Side Events have not been Progression Level locked, but have always been Level Locked. This is also not Cavalier difficulty, but the run up to it. The Event Quest will be locked to Cavalier, but side events will likely always be locked by level, just like they were when you started and couldn't access Side Events at all, then had to level up to get to higher difficulties.
