Ghost not converting rupture

In fighting Sasquatch, Ghost is unable to convert rupture into a passive fury and continues to take damage from it. Is this intended or a bug? Her ability specifically says “convert ALL damage over time debuffs”. Unless I’m missing something, this should include rupture.
