Missing Persistant Charges

Champions involved: nick fury 4 star, aegon 4 star sig lvl. 99 and corvus glaive 6 star unawareness.
Happens in every situation. No matter the quest, no matter who I versus I have no persistent charges. I have restarted the game 3 times and still no dice.

    Confirming this. Nick fury starts the first fight in a quest in with no LMD, no first life. However you say it.
