I've fully explored every single lane in this quest but it still says here 99% completed.

Hold on... was 4.1.4 that one infamous quest in Act 4 where you actually had to go to the other side then backwards to get on one of the paths?

If it is, that would explain the 99% - only, that path is now cut by the looks of things.
