While I agree that that is the policy, there have been changes made that could be considered a nerf which they failed to announce. As far as I can recall they have acknowledged after the fact that they meant to announce or include in the notes, but there have been de facto silent nerfs. You may argue that they were (unintentionally) silent bug fixes, but its just semantics.
