The CCP do have an advantage but they also massively benefit the community with guides and reviews, which takes them a lot of time. I've played in Tier 1 for very a long time and still consider myself ignorant on how most champs work. Coming out with good guides is not an easy job.

If you look at the milestone points curves, you'll see that there's this initial burst of activity, and then it levels off. Many realm events happen this way: crystal cleanse did, and in general realm events where people can drop all of their participation all at once if they choose tend to be very front loaded. This means we score a ton of points early, and then much less later.

When milestones are evenly spaced, that creates a situation where most of the milestones are earned very early in the event, and then things slow to a crawl in the latter half of the event. That can be disappointing or boring, and it can encourage nay-sayers to claim we're not making good progress. By spacing the milestones in a similar way to how the participation curve develops, we tend to end up with a more even pacing of milestones.
