I think there are a few things that hold him back. One is that a fair bit of his utility is hidden behind a high-sig requirement. I think that "Stores damage taken from bleeds and physical thorns damage as Adrenaline" ability can be quite useful (especially if it interacts with the Double Edge bleed), but it only ever becomes truly relevant at high sig levels.
The other thing is that the Mutant class has recently gotten very competitive. Between Onslaught, Dazzler and Jean Grey (and potentially Cassandra Nova now), it's hard for Mr. Eyes-Go-Pew-Pew to find his own niche. Especially, as mentioned above, a big part of his utility is hidden behind a high-sig requirement. It's hard to justify pumping him up to sig 200 when you've got three other god-tier Mutant champs that you could use those stones on instead.
The last thing is that there simply hasn't been all that much for him to do since his release. While he does have some abilities that are tailored towards questing, his potential damage is so high that I mainly see him as a endgame content kind of champ. Even if he is a questing champ, there hasn't really been any quests for him to do. We'll see what happens when 9.3 drops.
The only place where I've used him recently was against Bullseye in Wheel of Fate. While he got through that fight in the end, him being unawakened nonetheless really hurt his survivability in that fight. So it basically always comes back to the fact that he relies pretty heavily on his sig ability while at the same time being in a class with at least three other champs that are better than him and that also soak up both awakening gems and sig stones.

So we get story content 2x a year, even though they cut the amount of paths in half.
We get thrown massive piece of content that most players don't care to do.
We get damage cap restrictions, so that handicaps him and some others.
He's not quite fast enough for battlegrounds.
He doesn't bring much to the table outside of damage.

@ItsClobberinTime I would agree with that, but once your at a certain point you can rank up anyone, for any point. I’m done all the content needed, if I need a certain champ to finish something I would just r3 and that would be suffice.I agree with that, but you said he'd be really good in BGs, how exactly? All he can do is Bullseye, he struggles against virtually every other skill defender othen than Nick and KM and even then he's not exactly the best for that.

Their excuse is they didn’t have much time to work on his persistent charge mechanic so they just gave him a damage boost and no utility
Well, why choose a complicated character to buff when you’re working on 5 more buffs then? Shoulda picked someone like jubilee or even wolverine and save sabretooth for later and do justice with his rework

@Ercarret I just tested it out, and it is very disappointing. You wouldn’t be able to tell u were healing unless u didn’t get touched the whole fight. Just the block damage alone would reverse the healing most likely.

Well yeah the damage is nuts but where would you even use him in BGs? He has virtually zero utility the only fight he can kinda do is Bullseye and even for that he absolutely needs sig 200.
