6.3.1 - Medusa ... You're missing a good bleeder, Sym Supreme, Nick, Gwen Poole, this should be your focus first. No bleed = no pass
6.3.2 - Nick .. He's thick, but nothing special
6.3.3 - Havok ... A typical Havok counter, R5 Havok or rankup Warlock or Collosus if you have them
6.3.4 and 6.3.5 - These guys' are much better after the nerf. They're food for the buffed Red Magneto (and 6.4.3 Darkhawk)
6.3.6 - CapIW - Crit me with your best shot, I used Ghost, you can use Stealthy here .. good choice on the R2, he'll be needed again for 6.4.5 Symbiote

Introduction of Viv Vision to Nightmare raids
When you hit Viv with a medium or light, you lose 6% of your current power, making it freaky hard to be able to gain power without doing just heavies.
Does this mean that when fighting Viv, other than maybe a select few champs, we're either going to have to keep doing heavy or that we won't be having any power?
The first mini needs you to complete missions by doing Mediums and lights. How does that work out?
Has Kabam thought of any of this or are we the test subjects as usual?

I wonder if Dracula's Dire Degeneration gimmick of accelerated tick rate could also be made to function as a pseudo-Atrophy for a bunch of KO cheating/Damage mitigation effects (Indestructible, Immortality, Death Immunity, Protection, Safeguard, others that I've possibly missed), making them tick down at the same accelerated rate as Dire Degeneration while it is active, alongside any other beneficial effects from said effects being gained as if they ticked normally (denying the majority of whatever Health or Power was to be gained from it). Possibly made to function on any non-Science Champion (otherwise we're encroaching Luke Cage, Immortal Hulk and Thing, just some Science Champions that I can recall right now who use such effects). Too OP, not explained clearly enough or too technically complicated to implement?

I like your notes and agree with them. If I was a champ designer or on the balance team, I definitely would have advocated for more immortality on the same basis you listed. I also didn’t know that they slimmed up his kit. I can’t believe they were truly happy with where it ended up. I’d be curious to know what all was removed.
Drac is supposed to be immortal but with one of the lowest base health pools, risky playstyle, possibility of taking A LOT of chip damage, sub par regeneration, and a slow playstyle meaning each match tends to take longer than others… he ends up with low health or being KO’d… doesn’t speak much to being immortal!
The undying effect being added back makes sense, and it would help seeing as he has no immunities or resistances. I have lost a lot of hope in the rebalance program over the past few years. In my book this is their one chance to get it right, seeing as so many were disappointed and it seems they had it right but took much away.
