Depends on what your current goal is, if you want someone for bgs then Cull is a no-brainer but I'd pick Anti-venom for literally anything else. Cull is pure damage with little utility while Anti-venom is a lot more balanced, leaning towards utility.
For Anti-venom; having stagger as a science champion is insane, his healing is absurd and the heal reversal is great. He counters unstoppable and evade as well but its chance based and I feel like most of the time you'd prefer someone that "prevents" evade rather than reduce the chance of it happening. Matchups like duped Nightcrawler and Bullseye for example require abilities like panic and ensnare as their ability accuracy of evade can't be reduced. Anti-venom also has a disorient but its not strong enough for a 100% reduction. Petrify can help with controlling power gain and perhaps even reverse it if I'm understanding the interaction with sig ability correctly? He also can deal great damage, those passive furies are some of the strongest in the game but honestly you'll never use him just for his damage. There will almost always be better damage dealers, what makes him special is how he can deal high damage while bringing a lot of utility to the table. I personally wouldn't recommend using him unless his utility is required, he is mainly a utility champion who can also do damage.
For Cull; I honestly don't have an as in-depth understanding or knowledge of his kit but from all I've seen his value comes mostly from his nuke potential in bgs. He is also a great quester but so is Sabretooth and well... Anyways, so in the right matchup Cull is one of the fastest nukes ever in the entire game undoubtedly. I've seen a r4 unduped Cull nuke my r3 duped Red Skull in 23 seconds this victory track meta and that includes the loading time and stuff. (I had nuked my fight in 30 seconds as well but my opponent clearly knew something I did not) That's actually one of my main concerns with his bgs performance, he doesn't have as much utility that is easily compensated with damage. I won't count every meta relevant defender he can't take but his "great" matchups seem too limited and people will eventually realise, you wouldn't wanna use him against Onslaught for example even though he can theoretically work. With all that being said; having true accuracy allowing him to ignore evade and auto-block just for existing is really nice, up to 3 armor breaks per heavy attack turns all those armor up reliant defenders into vanilla fights. His fury is massive but one of the best pieces of utility he has is being able to parry non-contact attacks. With all those annoying defenders utilizing non-contact basic attacks that is such an invaluabe ability and makes you question why he should have such a low block proficiency if his utility consists of his ability to block...
Overall I personally prefer Anti-venom though it solely depends on what gamemode you want to focus on. Cull is inarguably the better bgs attacker and quester whereas Anti-venom is the overall better champion for most other game modes with a lot more versatility in his kit. I'd advise messing around with their 6 star versions if possible and see how they feel, perform and try to estimate what a 7 star rank X would do given the increased stats. It may at least give you a rough idea about them even though results can be misleading since its impossible to replicate a bgs scenario in a different mode especially with so many variables like stat focus, challenger rating etc.

I realize I’m writhing this before the event calendar comes out which may help players get a bit further through the milestones but I’m doubtful it’ll have any meaningful effect - though I do hope to be proven wrong

@WhisperDARK You mentioned Viv, so I'll chip in: she's great for BGs, especially this meta.
Nullify immune, and has an ability to trigger Miss instead of Parry, giving you free openings without actually blocking (helps manage Inexorable node).
Yes, she needs her Awakened ability (and high Sig) to really shine; but as she can manage a large number of fights, finishing on a full yellow bar, she's worth the investment.

Orochi is one of the easiest bosses in the entire game. You dont need cheese for it
