At this point, yes, I do think that would be the best solution. Maybe something like three divisions (only in VT - GC is fair game) - 19,999 and under prestige with less rewards than are available now, 20k-29,999 with current rewards, and 30k+ with increased rewards. Adjust rewards in the VT for each division which lock once entering your first match just like EQ (but unlike EQ rewards are static to the division and don't fluctuate for prestige), then the GC is open competition as it is now.

Ultimately, players with easier matchups (small account v small account), if given easier access to the GC, should get less rewards on the way there, and the larger accounts that they don't want to face should get more if those smaller accounts are going to have that easier access. Cut the 1st division by 50% of current and boost the top division by 50% or more of current. I think that is fair balance that eases some pain points while not overwhelming anyone.

Account/Prestige based matchmaking gives smaller accounts an unfair advantage over larger accounts. I get that having to hit above your weight most of the time is frustrating, but the fairest matchmaking is the way it works now.
