It is poor wording, but still makes sense. It is not that the decrease in power generation resets when the charges do, but that the decrease in power generation will continue to build until the charges are reset. The power generation decrease is permanent and grows so long as a charge is at zero until they are reset.

As for the question about how you go about the fight...well, it depends. I take this fight every single war, and the simple answer is you get those mediums and lights by landing those hits or countering the node. You can easily land hits by parrying the opponent and getting a couple quick hits in, rinse and repeat. They can't auto-block while they are stunned. The most common champ placed here is Enchantress, and she can be a pain because you have to get rid of her spells. You just kinda need to get lucky early, but otherwise the play is the same.

If you don't have to deal with an Enchantress or Kindred there, then Vox is a great counter for the node. Throw a single SP1 and you're set to play without dealing with auto-block. Still have to manage the charges, but it will be so much easier. It's an SP1 spam party no matter what, but it is a very manageable node once you've gotten comfortable with it.
