Is it an old progression level? Absolutely its old, even Valiant feels old. Do they have over inflated rosters that could beat the content? Well duh they got at least 5 7r2s.... Still they don't beat the the content and get rewarded for not being able or not doing it.

Yeah that's the juice, only thing I do differently is you want to have your opponent at 29 infection and either then go for a full combo or only spam heavies as that will make the infection last way longer during damage. Sp2 when close to 3 bars, parry and either combo or heavy special cancel to sp1 both work but stopping at 29 infection really extends your damage phase if you do it properly and makes you a bit lesser stressed to rush and make a mistake.

Yep, I fully agreed with @willrun4adonut , Serpent is actually very good as an Attacker and versatile.

For a first R4 Cosmic, you really can't go wrong with Serpent

Yep. He is extremely reliant on both buffs AND debuffs, which isn't totally common and definitely limits him with a lot of nodes/champs. Without any protection against nullify or purify, he's definitely fairly balanced.

Luckily the node makes up for what’s lacking in Solvarch’s kit. I found it easy and actually did it with my eyes closed.
