That's not always true. If someone keeps creating new accounts just to cheat, Kabam will start to just ban any accounts they make. It's a case by case issue, but it's not unheard of.

Is there a secret code or oath on game developers to produce a good product? As far as I know its just a business, and the State of the game is not good; but people still spend. Marvel license and dev salaries are not paid with positive reviews. Specially in a game with no ad revenue. So yeah they need to mandate spending.
