Aw - competitive (kinda), absolutely fine to have 1 rank lower champ to do any fight if you have a good counter

Story, sq, eq, arena, incursions, aq, raids, coliseums - use whoever

Everest content - on time of release you want highest dps ramp champs, or use rank lower best champs and spend 10-20 revives more. And a year later you can use whoever you want when your maxed ranked champs overpower old content. Now when was the last everest content released?
