Most people don't have most of the ascendable champs at Rank 4. That is the point I guess.

Once upon a time I said Kabam could give out free 7* champs to everyone and some would complain about which ones they were.

I said this back when the highest rarity was 5*, by the way.

i've always laughed at people who ranked champs to "be first obscure look at me" types but respect on this one. DDHK is one of my favorites and I happen to think he needs just a small tiny bit of an update and he'd be the true devil.
