Heimdalls damage with fury stacks

I have a 5* rank 3 Heimdall. His fury ability reads that each stack will increase attack by 230. By converting 5 of these stacks into permanent fury, and using cosmic supremacy synergies, I was able to get him up to 9-10 stacks playing aggressively. With a base attack of 1300 and some change, and 10 stacks of fury his attack should be around 3600. Pair this with a SP1 that inflicts 9-10 stacks of armor break and his damage should be very impressive. While it did it increase noticeably, it was definitely not reflective of 3600 attack with 10 stacks of armor break. Anyone else notice this?

    Diminishing returns on armor breaks, as well as generally low damage from heimdall...that’s just how he’s gonna be lol

    Armor break doesn't increase his damage. He already has true strike to negate armor
