Havok Power Drain Question

I do not know if this is a bug or working as intended but I want to get a clarification on power drain.
It says in Havok's description that if you power drain him he will lose all his plasma charges

So this example
Havok has 7 charges up
Vision hits him with a sp1 power drain
Havok plasma charges are cleared but he instantly now has two charges.

it looks to me that your special attack clears the charges initially but then the act of the hit is counted after the special so he gains two in this case, one from the energy shot from vision and one from perhaps it being critical.

is this how it is suppose to work? Is the special attack suppose to clear it to zero completely
or
is the hits from the special attack counted after the drain, which results in him increasing charges which right now seems to be happening.
