He is not an avenger. Technically natasha isn't an avenger either in the movies.

Oh boy... James Rhodes has always been part of the us military. The us military even owns his suit. He is allowed and knowing ross to at least some extend even ordered to work with the avengers.

He is presented as an Avenger in the last scene of AoU. He and Stark negotiated the Sokovia Accords. He got court marshalled because he sided with Cap at the end. In IW, he fought with Cap in Wakanda. War Machine is an Avenger, end of story.

At the end of Age of Ultron, no; neither Thor nor Iron Man are Avengers. Stark is supposedly giving it up for Pepper and Thor leaves to search for the Infinity stones. Are you seriously this dense that you don't get the changing roster, or have you never watched the movies?
People join, leave and rejoin teams all the time in comics; some have done it in the movies too.
