Psylocke Psi-charge and powerlock bug

It says that psylocke gets 1 psi-charge when she lands 5 hits on opponent but it's not working, she only gets psi-charges after her opponents fill 1 bar of power
Also, her psi-charge should power lock the opponent below 1 bar of power but he still can regen power

They have to have 0 power and stay there for the entire combo(so you must have at least one charge or have them be power locked at 0), then she'll get a charge every 5 hits.

Apple is correct, you only get charges for hitting them 5 times ALL when they have no power or when they pass a special bar threshold.

No it means NO power as in 0%

No, it means 0, as in no power at all, one bar is 33% power.

Nope with percentage it's 100% power = special attack 3
Without percentage it's 3 power bars = special attack 3
Or that's at least what i thought

Vision sig ability is also in flat numbers, not percentage.
