you may want to level the loki up, but in any case you use sp1 to steal his buffs, particularly the regen until you can save up for sp3. Sp3 allows you to keep stealing the buffs, including his damage buff and power gain. Once you get those on it you fight him as normal and do massive damage.
Medusa can work, but you run into the same issues with other fights, until you get to sp3 you cannot parry, but once you get to sp3 you can fight normally.

I can parry when he has his other modes, the trouble comes with the power gain, I just keep saving for SP3 rather than using SP1s, or do you think I should use SP1 if I see Fury proc?

you need to selectively use sp1, if you need health steal the health, if you need the fury steal the fury. The power gain will always be a problem until you can get to sp3.
I struggled with the Medusa strategy. Nebula did it for me. Use the Proxima synergy to start her out with 10 charges. When Neb has over 5 charges she shuts robots down. Just don’t parry him.
CB, SL, Drax (yes Drax, I used a 5* 4/55), basically any sort of high damage champ can bring him down. Key is to intercept, don’t parry, avoid to block as much as possible & bait sp1.
Or blade. I tried Loki myself back in the day but a series of things must go right or else he’s completely ineffective I decided it wasn’t worth the revives to practice and it was better to use blade with gr and sparky synergy
Before you go in blind against Ultron, you have to understand is mecanics, or else you will get wreck, fast!
Ultron as a buff, that allows him to regen every 15 sec 50% of his max health.
In addition, he as 3 buffs that alternates every 7-8 seconds. One armor, one Fury and one Power Gain. These buff are not active, but they become active when you place a debuff on him.
Therefore, if you stun him when he as the fury buff, the buff will become active and he will hit you like a Mack Truck. The same when he as the power gain buff, if it becomes active you will get instant ko from a Sp3.
Some of the best Champs to beat him are Medusa, if you apply armor break on him, he becomes pretty easy to beat.
Void as some great mecanics also that reverse healing, and so does CAIW.
Since I dont have any of these champion, I took him down with Loki 4* 4/5 duped.
The strategy was simple, when he had the fury buff, I parry stun him, to activate is buff, then I throw in a Sp1 to steal the fury buff, by then the fight is pretty much over, since my hits could easily do 8-10k damage per hit.
Rince and repeat 2-3 times and Ultron was down with less than 40 hits.
They are other strategy with loki, but this one is the one that suited me. A max 3* duped Loki can do the job. Again the trick is to steal is fury buff.
First couple of times I was successful with my 4/40 Loki, but it does rely on a bit of RNG luck. Was able to one-shot him the first time I tried, but then had two or three attempts where I burned several hundred units and got nowhere.
Tried using a 5/50 Medusa but never seemed to get it to work properly. If you can get an armor shatter on then you're golden, but otherwise it can be very painful.
I ultimately used a 4/55 Blade with GR synergy the last few times for 100% explore.
I have a 4* 3/30 Loki, I spent like 500 units and I couldn't get him down, how do I do it? Block damage is insane when I don't want to parry
The short answer is study the buff icons and back away when you see either power gain or healing, unless you are extremely good at snatching them or have curse up.
What I'm wondering is why anyone would spend tons of units trying to complete Act 5 with a 3/30 attacker? It is not my place to say what people should push themselves to do, but I am curious if this is now considered a reasonable expectation for players out there. It was considered a stretch to complete with 4/40s when it first came out, but there was nothing else after that so there was no reason not to level up your attackers. Is the existence of Cavalier and Act 6 actually prompting players to believe they are supposed to push through Act 5 with champions I would have had trouble completing Act 4 with back in the day? That seems to be a recipe for burnout.

@DNA3000 It's not about the Cavalier title, I was just telling myself "This is the last fight, "Whatever it takes"", so I spent too much then realized I couldn't do it. I don't have enough 5* to start Act 6 at all actually.
Do you all think I should take my Loki to 4/40?
I forgot to mention, I do have a 3/45 Blade and I have GR, how do I use him? Just fight normally?
I have cleared him once...used medusa to one shot him Nebula can work well but she will end up taking a lot of block damage Proxima can work really well as u can parry him without him triggering his buffs Blade with gr and starky would also work well Not sure about this but ST with KM synergy can also work well..he has 100% AAR when opponent is under a debuff and parry is a debuff so in theory he can parry reliably well Void can work if u can get those petrify up early

I was thinking of using ST since I have a 2/35, but wouldn't Vigor screw me over? @SidDDragon
Worth taking Loki to 4/40 - bring Thor Rags to get to L3 quicker. Once Curse is up parry/heavy to reset the Curse timer until you get L3 again. You are constantly stealing his buffs from the parry (regen/power/armor/fury) so it is a very easy fight. Soloed him on 4 runs. Do not parry until Curse is up - key to the fight. Trying to time the L1 to the correct buff can be tricky and requires some RNG luck. I did not use L1 at all. Hope this helps.

I think if you're planning to continue to push your roster and tackle advanced content, ranking up Loki is not a bad idea. Loki isn't considered the best attacker in the game, or even a pretty good attacker, but he has very interesting utility and interesting utility is what you want when you are going after advanced content.
It usually isn't the "normal" fights that get you when you try to do difficult content. It is usually one or two curveball fights you just don't have any answer for. The most common curveballs that stop players in their tracks are: biohazard and other damage over time effects, defenders that stack huge amount of buffs, defenders that go unstoppable a lot, defenders that heal a lot, defenders that have a ton of power gain, and defenders that autoblock or autoevade a lot (including mesmerize).
You'll want answers to all of these, and Loki has answers to some of them. And a rank up to 4/40 is not so costly that you'll regret it later.

It’s vtd toxic armor that takes him down. Just have to know when to parry him to activate the armor up buff.

I got most of him down with VTD. Then killed him off with sym supreme.

Quick update, I finally did it using Blade and some Proxima, Blade works like a charm
