If you're not in an alliance then Dormamu is useless to you, so go with voodoo or SW, whichever you enjoy playing more imo.
I would lean towards Voodoo in this circumstance, but I think you're undervaluing Dormammu on offense. Used correctly, he can be an absolute lock down beast. Particularly if you are never in AQ or AW and never on a clock, Dormammu can slow play medium attacks and not give the enemy any power right from the start of the fight. Most of the power control champs cannot keep an enemy at basically zero power forever right from the start of the fight. That could be useful to a solo F2P player in Act 4 and Act 5 and some of the harder events.

That's fair, but his greatest value is alliance war defense, voodoo/switch are better overall for offense though
Hmm personally I'd say Scarlet Witch, just because she's a great catch all champion. Like, she's situationally good at everything as long as you proc the right things during the fight.
Voodoo might be better in certain match ups, but he's not as universally good at all parts of the game.
To be honest though they are both good and are great champs so it's largely up to you.
