How does this affect accounts that are currently permanently banned due to refunds? Asking for a friend.....

    It doesn't. The new policy says they will still ban serious abusers of the refund policy. The only change is for small or initial ones.

    As mentioned in the announcement, violations of the terms of service can still result in suspension of accounts.
