Ghost rider sp 2 power drain?

I've recently double pulled ghost rider so I am not super familiar with pre patch 14.0 ghost rider.... But when I land a sp 2 it says power drain on the opponent but their power shoots up high! Is there supposed to be a power drain on sp 2?

    The L2 gives the enemy power just as any hit would. Then the power drain kicks in, and it will last longer depending on the amount of judgments already placed on the enemy.
    Rider is one of the best in the game but difficult for people to learn his uses. Read his abilities, practice and try different things. He's got the ability to take you thru almost all game content available right now.
