Unresponsive controls

This might just be my phone, but I’ve noticed some serious unresponsive controls when trying to either 1. Charge my heavy or 2. Dash back. I’ve played this game for well over a year and have never had an issue doing either of these things so I don’t think it’s me. Is anybody having issues doing this?
