    Uncollected Level monthly Event Quests (fragments). And Glory Store purchase of fragments (not sure if Glory Store items are based on your progression level in game or not).

    I am at level 60 which is the max. I have never seen one

    What “progression” ?? Uncollected (beat the Collector once in Act 5.2).
    Not sure if you have to be Uncollected Level or not to buy T5Basic frags in GLORY STORE or not.
    But definitely have to be Uncollected in order to unlock that level in the monthly event quests.
