Dr Doom Stagger not Removing Cosmic Control Rod

See photos below. Maybe I’m missing something but shouldn’t Doctor Doom’s stagger effects remove the cosmic control rod based on Annihilus’ ability description? I placed two staggers on him but neither was purified and removed the control rod.

Why would they change the description from the spotlight to the in-game? The spotlight description is clear and makes perfect sense. Thanks.
