Omega Red sp3 not working?

Does anyone know why is OR sp3 not working?
I have used many times and it doesn't start draining the opponent power right away and they end up hitting me with a sp3.
Was he nerfed or something?

Before, Omega Red drained the opponent's power immediately, but it has been no draining for two months now and Warlock is also like this, kabam of a fix in this, ended up damaging at certain times.
