If we rank up namor today (post update) can we still sell him?

I’d been waiting a while until after the update to rank him up, like many of us, not knowing what the rebalance would look like. Now I want to take him to r5 to see what he plays like but I’m not sure if I’d get my resources back if I don’t like him. Basically, I’m not sure if the resource return only applies to those who’d ranked him up before the update or if everyone is eligible to sell him back.
