Well in off season tier 5 gains 0 points for a win Where tier 6 gains war rating for wins and loses some for losing. So if your near the bottom of tier 5 war rating hypothetically a tier 6 alliance could win a war and bump you down.
If only Tiers 1-5 have their War Rating locked, but Tier-6 can still have Rating move up or down, this will happen at the border between 5 and 6.
I guess if they really wanted to freeze the line between 5 and 6, they could change it so that any alliances in tier-6 can ONLY get a W.R. increase from a win UP TO whatever the last place Tier-5 ally is at. But then that would sort of be unfair (losers would drop the full amount of WR change, but winners would only go up a little or at some point none extra at all).
