Great tech power boost 200% not work in Alliance War

My ally today fought with the Dr. Doom boss using a Ghost 5/65 with this boost.
Energy after sp2 did not increase at all.
In story quests everything works as expected

    Amount of Power Boost is based on what percentage of opponent's health you are able to do with that hit.

    So it has always been that you will see the biggest increases in Power after SP 2/3 when fighting a lower rated opponent that you would when fighting a higher rated (ie, Boss) opponent.

    Sort of a bad design that you benefit more from it in fights that you don’t really need it, and barely get any benefit from it at all in the fights where it really would be beneficial.

    (or else maybe it was some type of Ability Accuracy reduction that took place)
