Energy refills on quests

Previously you used to be able to pick up small and large energy refills and use them immediately (or quit out of the quest and retain the refill)

It appears as though now it isn't rewarded until the quest is complete. Is this a bug or an intended change?

    I wonder if it has to do with the moleman quests.. Those I understand.

    But farming story quests previously has always allotted the energy refill to be used immediately, and not wait to finish the boss in the quest to retain the energy refills.

    Was piggybacked on top of an older original question, but yes it does seem to have changed recently.
    People there show that Small Refill on a path now goes into Quest Storage (where you need to complete the quest) instead of immediately useable (as Inventory).

    Not sure if it has been recently verified what happens with a Full Energy Refill grabbed from a path.
    Did you see this just with a Small Refill, or actually with a Full Refill too ?

    (other items, except the usual Chests, still seem to go directly to Inventory or overflow Stash)

    KABAM, is this a recent BUG, or an intended change for Energy Refills ??
